Description: The Traffic Division (Division) was established as a part of the Department of Public Works, under Chapter 2, Article 9, Section 2-41 of the Hawaii County Code. The Division is responsible for the installation, maintenance, and repair of all traffic control facilities and devices and street lighting systems within the County highway system. The Division is also responsible for the maintenance of all traffic signals and street lights within the State highway system. Lastly, the Division is responsible for all traffic engineering for the County and maintaining a traffic education program.
Administration: Provides the overall management of the administrative and technical aspects of the varous traffic programs that the Division is responsible for. The administrative responsibilities include, fiscal and budgeting activities, resolving traffic complaints, maintaining the Division’s personnel and traffic records, overseeing and arranging personnel training and certifications, and managing the traffic education program. The technical responsibilities include, reviewing plans and specifications, performing project inspections, investigating traffic complaints, completing traffic studies and reports, and recommending improvements in the various operating and maintenance functions.
The Division participates and follows up with suggestions and complaints from the traffic safety committees throughout the County’s districts. The Division Chief attends the Mayor’s advisory council (Hawai`i County Highway Safety Council) on traffic safety.
Signs & Markings: Responsible for the installation, maintenance, and repair of all traffic signs and markings within the County highway system.
Traffic Signals and Street lights: Responsible for the installation, maintenance, and repair of all traffic signals, street lights, flashing beacons, and driver feedback signs within the County highway system. This section is also responsible for the maintenance and repair of all traffic signals and street lights within the State highway system.
Safety: Responsible for the overall planning, design, review, and approval of all traffic engineering-related projects within the County highway system.
